As per record of the school, it started to operate a secondary level in 1968 supported by parents and the local government for economy considering that the nearest secondary school was a private secondary school in Guinobatan. Transportation facility was then a problem more so it was expensive to stay or bound near the private school. Unluckily after the first batch graduated, the school was closed due to lack of funds to sustain the needs specially the salary of teachers.
However, through the development of barangay high schools throughout the country and the benevolent act of then Jovellar town Mayor Tomas Pales, the school was reopened in 1974 with uncertain status. Through the efforts of the parents and local government officials, it was finally maintained in 1977. The parents and the local officialshad worked seriously in maintaining the school until it was included among the barangay high schools in the country specifically in the province of Albay.
It was in 1989 that the school was recognized as a government or public school benefitted by R.A. no. 6655 known as the "Free Public Secondary Education Act of 1988" specified among others, the provision for a free public education to all qualified citizens. In addition, the school should promote quality education to all qualified citizens in all levels.
The law came on time to save the school from total closure for lack of funds and that was the period when the local government lost a large sum of revenues due to frequent natural disasters like floods and typhoons. The law provided a strong inpiration to elementary graduates with high hopes to finish at least the secondary education.
The history of the school though quite remote, the pains and hardships of the parents and the local government in stablishing the school remain a part of its saga. The aspirations became tangible when the school became a live operation in education that gives every youth the opportunity to become an adult worthy of being an educated citizen, searching for their dreams beyond the foothills of Jovellar to serve with honesty and diligence as they were trined in this school.
